This large collaborative effort was borne of the growing concern with the incidence of juvenile re-arrest and the likelihood that these juveniles would gravitate toward more serious adult crimes. To stem the tide of juvenile arrests and the recidivism, 16 key stakeholders devised a new way to deal with juveniles accused of a first-time misdemeanor offense. Thus, a youth, through successful completion of diversion, earns a non-arrest record on a potential misdemeanor charge. About 70 percent of the direct diverted youths are in one of the programs.

Some of these include; voluntary participation, a diversion from appearing in the Juvenile Circuit Court, exposure to positive peer pressure and behavior, and a speedy resolution to their case. The delinquent teenager is educated in the judicial justice process: through education comes understanding, and with understanding comes respect.
All functions in the Teen Court courtroom, except that of the Judge, are to be carried out by teens, including the prosecuting attorney, defense attorney, court clerk, court bailiff and all jurors. The Judge is a volunteer attorney that sits on the bench. Sentences recommended by the Teen Jury may include community service tasks, serving as a teen juror, restitution, and participation in the Life Skills classes offered by the Teen Court program.
